Why did they name it CAN-SPAM when you can't?

I always find it funny when we have to tell a client we follow the CAN-SPAM rules.
Doesn’t it sound like we like spamming people a lot?
The CAN-SPAM Act stands for Controlling the Assault of Non-Solicited Pornography and Marketing Act. I suppose the people over at the FCC and FTC like fun and amusing acronyms.
